From Gujarat Model to National E-Learning – The CP Smart Kit Journey

Context
Child Protection (CP) has long been a national priority, but training resources for frontline workers and institutions were often fragmented. In 2017–18, the Social Justice and Empowerment Department, Government of Gujarat, in partnership with UNICEF, pioneered the CP Smart Kit. This comprehensive package included seven modules with training guides, presentations, and IEC materials in English and Gujarati. Designed as a one-stop resource, the kit enabled trainers to easily select, adapt, and deliver child protection content across diverse cadres of the health, education, and civil systems.
Its impact in Gujarat was significant — creating a uniform, practical, and accessible training tool that brought multiple stakeholders onto a common platform. The Smart Kit became a state-level model for building capacity and strengthening CP systems.
The Goal
By 2021, child protection issues were intensifying across India. With rising risks—ranging from abuse, exploitation, neglect to new vulnerabilities during crises—it became clear that Gujarat’s successful model needed to be scaled nationally. UNICEF’s Child Protection and Communication for Development (C4D) sections in Delhi initiated efforts to develop a pan-India package that could build on the Smart Kit, while addressing evolving realities.
The Insight
To make the resource truly effective nationwide, it required more than replication. The modules had to be updated in line with new legislations and policies, expanded to cover emerging issues, and made available in a flexible, digital format. A seamless, user-friendly design was essential to ensure adoption by diverse stakeholders across the country.
The Solution
The result was a revamped CP Smart Kit—transformed into self-paced e-learning modules. The package was expanded from seven to eight modules, with new additions such as Social and Behaviour Change–Child Protection and Child Protection during Pandemics. Available in both Hindi and English.
