Context
Every refugee crisis is also a children’s crisis. In humanitarian emergencies, children face heightened risks, while host communities and child protection functionaries carry the responsibility of restoring safety and normalcy. UNICEF, together with UNHCR, has been at the forefront of designing strategies that protect children while strengthening the systems that support them.
The Need
Refugee and migrant settlements are often complex, protracted, and without quick solutions. The critical need is to ensure asylum-seeking and refugee children are fully included in national child protection systems, and that these systems have the capacity to respond effectively.
The Insight
Building on UNHCR’s global expertise and its partnership with New Concept, it became clear that effective tools must not only inform but also sensitise host communities and functionaries—acknowledging the unique vulnerabilities of refugee children and their environments.
The Solution
NCCDC developed a Communication Resource Toolkit to foster awareness and empathy. The toolkit includes posters, tip cards, audio-visual materials, storybooks, and even a board game—making child protection messages engaging, accessible and practical for host communities and frontline workers.
